Since this year, Pengyang County has taken e-commerce into the construction of comprehensive demonstration counties in rural areas as a starting point, actively integrating County express logistics resources, promoting online sales of agricultural products, increasing the income of rural residents, and promoting the integration of agriculture, one, two and three industries. From January to November 2018, the net sales of agricultural products in the county amounted to 60.1 million yuan. The total number of trainings for e-commerce practitioners was 2042. Through training, 550 entrepreneurs were employed and 200 poor households were promoted to carry out online sales. 1. Strengthening Top-level Design and Institutional Guarantee



Pengyang county Party committee and county government attach great importance to the work of e-commerce entering rural areas. A leading group of e-commerce entering rural areas headed by county governor has been set up, and the work of e-commerce entering rural areas has been included in the annual performance evaluation of departments and towns. It formulated and issued the "Pengyang County People's Government's Opinions on Promoting the Development of Rural E-commerce" and "Pengyang County E-commerce Poverty Alleviation Implementation Plan", which refined the work content and supported the innovation of e-commerce mode, the promotion of characteristic products and the construction of logistics distribution system.



2. Creating a Business Model of "Center Promotion, Village Station Promotion and Enterprise Promotion"



One is to build Pengyang County Rural E-commerce Public Service Center, E-commerce Logistics Express Distribution Center, E-commerce Incubation Park, Pengyang Pavilion in East Beijing and 126 rural E-commerce Service Stations to continuously improve the level of rural E-commerce public service. E-commerce Incubation Park has 54 enterprises, which has brought about more than 150 employees. It has been named as the city-level business incubation base by Guyuan Municipal People's Government. At the same time, by actively docking with the supply and marketing cooperatives and the Yellow River Commercial Bank, agricultural and financial services are introduced for each village station to realize the functions of purchasing and selling on behalf, typing and copying, deposit and withdrawal, payment on behalf, courier delivery and delivery, so as to make the rural e-commerce service station become the village's information center, convenience center, business and trade center and logistics center. Thirdly, relying on the counterpart assistance of Minning and Ningxia, Xiamen Exhibition and Marketing Center of Ningxia Liupanshan (Pengyang) is launched and operated. Fujian Kangzhong Changheng Science and Technology Co., Ltd. is introduced to build an information poverty alleviation Industrial Park in Pengyang County. With the help of the two markets, information, capital, products and logistics can be exchanged, online and offline integration can be realized to promote Pengyang. Industrial development and farmers'income increase.



3. Integrating Logistics Resources and Making Efforts to Open the Last Kilometer



One is to integrate logistics resources and reduce distribution costs. The county has set up an e-commerce logistics express delivery distribution center (hereinafter referred to as the center), which integrates the business resources of six express companies, namely, post, Zhongtong, Yuantong, Shentong, Huitong and Yunda, and transforms the singles into unified sorting and distribution, and unified security inspection, which not only improves efficiency, but also reduces costs. At present, the center can store 100,000 goods, including 8 box trucks, 32 express delivery trucks and an average of 0.5 million goods in and out of the port every day. The center has established logistics express delivery network in 11 towns and townships in the county, and has express service points in 82 administrative villages, covering 156 administrative villages in the county, so as to realize the logistics distribution center at the county level. Arrive 24 hours at village level. The second is to improve the level of public services. Every express company in the center charges only 200 yuan per month for security inspection. Offices, office computers, water and electricity are provided by the government free of charge, and parcels are distributed to e-commerce service stations in villages and towns free of charge. The center provides one-year free service to all network outlets in villages and towns. From the second year, downstream parcels are charged 20% of the allotment fee. Upstream parcels are still free of charge. Third, the "Pengyang County E-commerce Logistics Integration Plan" was formulated to open up four new postal routes with a total distance of 810 kilometers, and to promote logistics express delivery into the village through subsidies. Fourthly, the construction of intelligent mail cabinets in residential districts and shopping centers in county towns has been completed 15 and operated 13. According to the characteristics of different groups, the training team of county operation center has formulated targeted training courses to help guide online shop opening, broaden the sales channels of agricultural products, further stimulate the enthusiasm of rural residents for e-commerce entrepreneurship, and a number of leading e-commerce companies such as Zhao Xia, Su Zhanlong and Xuning have emerged.



5. Attaching importance to the role of the main channel of agricultural products sales on well-known platforms



First, seize the opportunities of strategic cooperation between district, city and Jingdong Group, actively propagandize and organize enterprises to build direct supply channels for local products of Pengyang for consumers relying on Jingdong e-commerce platform, through the superior resources of Jingdong, build distinctive agricultural products brand of Pengyang County, broaden sales channels, and promote farmers'income. At present, Pengyang County has built Pengyang Museum of China and Beijing East Service Center, and shelves preserved fruits, small grains, rice wine, honey, Chaona chicken, traditional Chinese medicine and other agricultural products in the Beijing-Guyuan Poverty Alleviation Museum. At the same time, the introduction of Jingdong shopkeeper business, the use of this platform to purchase products cheap, complete varieties, fast logistics, quality assurance and other characteristics, and gradually open for partners in various service stations.
